Applications received by the Secretary of State for registration of trade union labels, marks, names, brands or devices that graphically designate the products of the labor of associations or unions. Each application is accompanied by a copy of the label and, in many cases by a detailed written description of that label. Each item in the series is individually numbered; the location of item #173 is unknown.

Early commissions were recorded by the secretary of the Colony of New York. Chapter 12 of the Laws of 1778 appointed the secretary of state the clerk of the Council of Appointment. The 1821 state constitution abolished the council, and its powers were transferred to the governor.
